Application Criteria for 4512 NE 47th Ave; August 2026

This is not an accessible dwelling unit. No more than 4 residents (2 per bedroom). 

Applicants

An applicant assumes financial responsibility and will be screened for financial responsibility. A non-applicant tenant assumes no financial responsibility and will not be screened for financial responsibility.  A non-applicant tenant will be screened for factors related to maintenance and conduct.

All financially responsible AND non-applicant tenants MUST submit an online application. An incomplete application will not be considered.  Each person 18 years of age or older who intends to live in the unit must complete and electronically sign an application. Only those adults who apply may reside in the property. People under age 18 do not need to apply, but they do need to be identified on the application.

To be processed and considered, a non-refundable screening fee of $54 is required for each adult intending to be financially responsible and $28 for each adult intending to live in the unit but not be financially responsible. This is our direct cost for the screening. Screening fees are to be paid online at the time of application but the screening fee will not be processed unless you are next (or first) in line to be screened. The application will not be considered or processed without the screening fee or with missing, incorrect or false information.

The application must include uploaded ID and income verification in order to be complete. We will use National Tenant Network, Keizer Oregon to verify credit and background.   Applications will be processed in accordance with current Oregon and Portland law.

Financially Responsible Criteria

A credit score below 600 will likely be denied. Discharged bankruptcies are acceptable.

Rental history: One year of verifiable rental or mortgage history from a current third party (not a relative) is required.  An eviction-free rental history is required.  A rental history reflecting past due rent or an outstanding balance will be denied. If you do not have rental history but have previously owned a home, please be prepared to provide proof of homeownership or current mortgage documentation showing that mortgage payments are up to date.

Applicant’s gross monthly income must be two times the amount of the monthly rent. Income sources must have been consistent over the past 12 months and verifiable that the income source is expected to continue for the next 12 months.  National Tenant Network (NTN) will give us a rating of meeting criteria, conditionally meeting or not meeting the criteria to rent.  Since we do not accept 3rd party guarantees and since Portland law does not permit us to ask for a significantly increased deposit, applicants will need significant Supplemental Evidence to overcome the NTN screening that does not fully meet the criteria.

All adults applying to live in the unit must meet the criminal history requirement.

Criminal History.  A history of criminal behavior may result in denial of your application.  You will be denied rental if in the last 7 years you have been engaged in, or convicted of, any type of crime where a repeat of the behavior would be considered a threat to property or to neighbors’ peaceful enjoyment of their homes.  Pending charges or outstanding warrants will result in a suspension of the application until the charges are resolved.


 Consideration of Supplemental Evidence

When conducting an Individual Assessment, we will accept and consider all Supplemental Evidence that an applicant provides (with their completed application) to explain, justify, or negate the relevance of potentially negative information revealed through screening.

One Pet is Allowed – A cat, a rabbit, OR a dog under 50 pounds is acceptable with a pet rent of $50 per month and an additional Pet Agreement will be signed at the time of the signing the lease.

 Move-In and Application

Applications, leases and related documents will be done on-line using Tennant Tech. All utility accounts, where applicable, must be transferred into the residents’ name as of the date of possession.

Security Deposits and first month’s rent are to be paid online before keys are provided.

Applications will be contacted within 3 business days as to the status of their application.

Once you have been approved, you will have 48 hours to execute the lease agreement and pay a deposit.

Smoke Free Policy

No smoking is permitted anywhere on the property.  For this policy, smoking means inhaling, breathing, carrying or disposing of any lighted cigar, cigarette, pipe, of any product.  Tenants agree to enforce this policy for their relatives, visitors and guests.  A violation of this policy will result in a $50 tenant charge per violation.  The third violation will be cause for termination of the rental agreement.  This policy does not mean that the owner guarantees the premises will be free of smoke or second hand smoke.


Rental Insurance

Occupants must maintain a rental insurance policy with $100,000 liability coverage.


Utilities

The power company is Pacific Power  888.221.7070.  We will provide trash and recycling service. Please carefully follow the rules for how to recycle, including food waste going into the recycle bin. Please recycle everything that can be recycled at the curb side.  We pay for sewer and water.


Maintenance

Maintenance requests should be made directly to Pam or Joe.  If you have a power or water emergency that is threatening life or property and cannot reach us, please call Three Mountains Plumbing at (503) 433-5243


Plumbing

You have been provided a hair screen to use in the bathtub.  Please use it at all times when showering or draining the tub in order to help keep the pipes from clogging.  Only flush toilet paper and human waste.  Do not flush things like cat litter, wipes, feminine products, condoms, even if they are labeled as flushable.  If a plumber finds these things in a clogged system, you will be charged for the cost of the plumber to clear it.


Yard Maintenance

The tenant is not responsible for basic yard maintenance.  You will not receive notice before someone enters the yard for routine maintenance.  


Personal gardening is only permitted with approval and a basic plan of what you intend to do. No chemicals are allowed to be used in the yard that could not be used on an organic farm. 


There should be no cigarette butts, pet waste, or trash in the yard.  


The carport, yard, patio and backyard areas are not to be used as storage for things such as indoor furniture or boxes.  


Pest Control

General pest control is a responsibility of normal living and is primarily a tenant responsibility.  Pests such as ants, fleas, ticks and bed bugs are the responsibility of the tenant occupying the unit.  For your health, the health of your pets, and the health of future residents, we encourage the use of only non-toxic pest control methods inside your home.  Please let us know if you think that Professional Pest Control Services are required. There are some creatures such as caterpillars and non-poisonous spiders that are harmless and generally do not need any treatment.   If you find wasps, bees or rodents that need attention, we will help you take care of them.


Mold

Mold is a fungus that produces tiny spores that float in the air.  Mold spores are everywhere, especially here in the damp Pacific Northwest.  When these spores land on a damp indoor surface, they will grow.  There is no practical way to eliminate all mold and mold spores.  The way to control mold is to control the indoor moisture.  Moisture comes into you home in a variety of ways;, showering, cooking and breathing.

How can you minimize the likelihood of mold growth?

  • Leave the bathroom fan running for 20 minutes after bathing and showering.

  • Use the kitchen fan whenever you are cooking.

  • Run the bathroom fan or kitchen fan when washing or drying clothes. 

  • If moisture condenses on your windows, turn up the heat and wipe off the moisture.

  • Cover fish tanks.

  • Don’t have too many houseplants and don’t over-water them.

  • Quickly dry any spills.

  • Use a dehumidifier.

If you see mold

  • Clean mold off surfaces as soon as possible. First use a detergent and hot water.  

  • Then disinfect with a mild bleach solution – one cup of bleach per  gallon of water.

  • Dry completely.

Report to Pam and Joe:

  • Leaks anywhere – roof, gutters, windows.

  • Leaking pipes

  • Sweating pipes or toilets.

  • Dripping faucet or running toilet.

  • Reappearance of mold after you have removed it.

  • Non-working fans

Smoke Detector and CO2 Notice and Disclosure

Smoke and Carbon Monoxide Alarms are an emergency system that must be maintained for the safety of you, your family and your neighbors.  It is the Tenant's responsibility to test and maintain these detectors.  If the battery goes bad, it is your responsibility to replace it.  

Tenants acknowledge that at the time of moving in there are working smoke alarms and a carbon monoxide alarm that are operational in the unit.  Instructions have been provided about how to test the units.  Tenants have been instructed to test the device at least once a month and to replace the batteries as needed.  Tenants are aware that the owners are not liable for loss or damage due to the smoke alarm’s failure to operate.  Tenants are required to immediately notify the owners of any malfunction of the smoke alarm.  Tenants shall not remove or tamper with a properly functioning smoke alarm, including removal of working batteries.

Pets are permitted only if approved in advance and require a written pet agreement and pet rent.  If given, the approval only applies to the specific animal that was approved.  New or replacement animals require a new approval process.  All animal waste must be immediately picked up and properly disposed of.  All damage caused by the resident’s animals is the responsibility of the resident.

No painting or alterations are allowed without the written permission of the owner.

Only those people listed on the rental agreement are permitted to live in the premises.  We will consider a temporary occupancy agreement as per Oregon law.

Illegal activity is not allowed on the property.  If after moving in, illegal drug use is confirmed, eviction will be the result.

Tenants will not disturb the neighbors’ peaceful enjoyment of their space.

The landlords may  conduct an inspection of the inside of the unit every six months to check for needed repairs and to make sure that there is not excessive damage.  Proper legal notice will be given before such an inspection.

Tenants are to immediately notify the owners  in case of any urgent or emergency repairs.
